Are they prayer scarves, and is this in Tibet? Or are they silk skeins drying?

This is not in Tibet, it's in JiuZhaiGuo, a part of the Sichuan province. But in this part there is a lot of tibetan community. And yes they are prayer scarves, everytime the wind flow them, a wish is realized^^

It was the "New China" & the scarves that made me think it was Tibet, but I was right about it being Tibetan
