First, I duplicated the layer and set the blending mode to "Soft Light" to deepen the colors and increase the contrast. The parts that came out too bright or too dark were removed with the eraser tool.
Using the elliptical marquee tool (feather: 250px) I selected parts of the sky and had Photoshop auto-adjust the levels in LAB (good for blue tones) and RGB mode.
(There's a lot of trial and error involved, so repeat these steps a couple of times as necessary.)
Then I used the dodge tool to brighten the colors of the plants and the clone stamp tool to remove the highlights in the clouds.
Finally I used the Noise Ninja plugin to remove the noise.
