  This looks more like a mosquito or TseTse Fly

  neither, it has a stinger, wing structure and shape are unlike mosquito or any type of fly I have come across... after watching it for a while. i noticed it building a nest above the soil in a cone shape and then making a tunnel underneath it.. i have never seen one of these before and it has a few people scratching their heads.
